Letter No. SDU/533/2002

Tijuana, Baja California, December 11, 2002.

SOUTHWEST CENTER FOR ENVIRONMENTAL RESEARCH AND POLICY

This letter is to inform you that we support the project entitled "Sustainable Architecture of Arroyo Alamar, Tijuana, Baja California, Mexico," which is being proposed by Dr. Victor Miguel Ponce, of San Diego State University and Professor Ana Elena Espinoza of the Center for Urban Studies of Tijuana.

We are interested in supporting studies that will identify the best choices for sustainable urban development for the Arroyo Alamar. The Arroyo Alamar does not currently have any land-use zoning or flood delineation. These features would allow us to incorporate new urban areas while maintaining the groundwater level and permitting infiltration to the soil.

We consider that it is extremely important to carry out projects such as the one being proposed. This project formulates a holistic vision of urban development, and will develop adequate solutions to integrate the Arroyo Alamar region to the urban areas of Tijuana in a sustainable manner. This will contribute to raise the standard of living of the local population, and will offer the people of Tijuana areas to be used for recreation and sports, which are a basic part of the integral development of our society.

Sincerely yours,
