ACCOMPLISHMENTS

  • Past vice-president of the Construction Industry Association in Tijuana (1990); past-president of the Colegio de Ingenieros Civiles de Tijuana (1991); and past-director of the Norteastern Zone of the Federation of Colegios de Ingenieros Civiles of Mexico (1991).
  • Researcher, speaker, panelist, and writer, and has taught at the university level. He is an ad-honorem consultant for the Office of Municipal Planning, in Tijuana. He is currently serving as president of the Council on Honor and Justice of the Colegio de Ingenieros Civiles of Tijuana.
  • More than 30 years of experience in civil works design and construction in Baja California, mostly in Tijuana, including irrigation systems, roads, and urban development. In 1973, he was resident engineer for the industrial city of Nueva Tijuana, in Otay Mesa.
  • Consultant in the following specialties: hydrology, urban hydrology, urban planning, mapping, geotechnical engineering, forensic engineering, and cost engineering. He has thorough knowledge and experience of past and present urban drainage hydrology, design and construction in the city of Tijuana.
