Mr. David Gibson, Executive Officer Dear Mr. Gibson: It has come to my attention that the California Regional Water Quality Control Board, San Diego Region, is considering the adoption of a new NPDES Permit for MS4 draining the watersheds of the San Diego Region (Tentative Order No. R9-2012-0011, referred to as Regional MS4 Permit). Among the actions suggested for Comments and Recommendations, expanding and enhancing the number of representatives of the Stakeholders Group has taken a priority focus. I respectfully suggest that a representative from the academic community be included in this Stakeholder Group. In this regard, I cannot think of anyone more appropriate than Dr. Luis Parra, adjunct professor of Applied Hydrology at San Diego State University. Having someone with the technical expertise of Dr. Parra is highly advisable, as he will provide additional insight into such a complex issue as hydromodification. Dr. Parra is an expert in Time Series Analysis and Stochastic Hydrology. In addition, Dr. Parra has been designing hydraulic and water quality facilities for 22 years, the last 10 in Southern California. He has been a leading expert in hydromodification for the past 3 years in the Southern California region. I recommend Dr. Parra highly for this assignment. He will surely be a positive addition to the technical expertise that your staff may provide. If you wish to discuss this matter further, please do not hesitate to contact me.
