Prof. Dr. M. Rusen Gecit
Middle East Technical University
Ankara, Turkey

I am writing this letter on behalf of Mr. Sezar Ercan, who is applying for admission in the doctoral program in your department. Mr. Ercan has been employed as a research associate on my project entitled "Sustainable Management of Water in the Ojos Negros Basin, Baja California, Mexico." In this capacity, he worked on developing a GIS interface with a groundwater model, which he developed while pursuing an M.S. under my supervision.

During his period of employment, Mr. Ercan performed his duties to my entire satisfaction, and completed the assigned work efficiently and on time. He displayed an uncommon ability to work with complex software, and to install and operate models across platforms, including Windows, Unix, Irix, and Linux. He was also assigned duties in database software development, which he completed to my entire satisfaction in an effective manner.

Mr. Ercan's demonstrated technical abilities are nicely complemented by his demeanor and his capacity to work effectively as part of a research team in any circumstance. He is both comfortable in the laboratory and well as in the field.

It is my belief that Mr. Ercan is exceptionally well qualified to continue the path that he has chosen in academia and the profession. His desire to pursue an advanced degree complements very well his already rich professional experience despite his young age.

I recommend Mr. Ercan without hesitation for graduate study. Please feel free to contact me at ponce@ponce.sdsu.edu if you need more assistance in evaluating Mr. Ercan's qualifications.

Sincerely yours,

Victor M. Ponce
Professor of Civil and Environmental Engineering
